W3C WD: I18n Tag Set for XML, DocBook, OpenDocument, ...
The World Wide Web Consortium has published a Working Draft
of an Internationalisation Tag Set, which specifies things
like its:translate yes/no attributes and rules that can
describe what needs translating.
