Not exactly, a description of these branches can be found at

At the moment "trunk" contains the development version for glibc 2.4.
Changes can be backported to the "glibc 2.3" branch if they meet
certain criteria (bug fixes, no regression, etc).  Official glibc 2.3.x
releases are built on this branch.
Most locale fixes have been committed to this branch, but not all of them.
