FWIW, Iäm about to upload a new version of l-c that preseeds 
xserver-xorg debconf keys, with the same values. 
With regard to #333960, I haven't looked at what the script does, but 
maybe it's a good idea to move the configuration data from 
localization-config in the package itself, as l-c has a fairly broad 
and consistent database of locale/consolekb/Xkb configurations. 
It also has fallback modes, first it tries to setup the Xkb config 
using the debian-installer/keymap debconf value. If that is unset or 
if it fails, it uses locale configuration, well, if that fails as 
well, there's sth wrong with the installation :-)

Anyway, I'd be happy to help migrate this logic into the X.org config 
scripts.
