Merge X keyboard settings from localization-config to xserver-xorg?

Hi,

I've noticed (#333960), that xserver-xorg now attempts to setup
X keyboard in its config script based on keyboard layout selected
in d-i. 

Maybe it is time to merge the settings from localization-config to
xserver-xorg to have just one place to take care of?
