No. These are the Debian Installer packages which are used in the
later steps such as the partman-* packages (I guess you remember all
those strings about ext2/ext3/reiserf/xfs stuff and dealing with
partitions), the grub-installer package (for i386) and a big bunch of
packages.

With the "netboot" images of D-I, the ISO image inly contains packages
which drive you up to the "choose-mirror" step. Then, the mirror you
specify here is used to download all the needed material from the
Debian archives.

This means that, for vi translations to work after this step, they
have to be included in the uploaded packages...which will happen only
after July.
