No. dl10n has an option to limit its output to "native" packages, that
is packages which have the same distribution tarfile than upstream. 

They are most often packages used in Debian only, or initially
developed for Debian, such as dpkg, apt...

I have prioritized them in our translation process over "regular"
packages because they have no real upstream, so probably no l10n
outside Debian.

Non native packages usually have a development team or are likely to
be translated by resources outside Debian, so I think they have to be
done after Debian native packages.

Yep. The acronym should indeed be WTD for "Work To Do". But TAF was
nice and is indeed a joke as "avoir du taf" means "have work to do" in
french slang.

I usually post a TAF message when a packages comes out with
untranslated templates....or when a packages gets fuzzied/new
templates.
