I preferred to get a call before new upload then have at least one week to
update the translations. This method, I think, can help the translator with no
access to cvs/svn or has a little time to review the strings change
frequently.
Of course, I don't mind if the continual translation is choosed as the
default, but the translator should be given another options for updating their
translations.

I agreed.
I suggest that the strings are organized as the binary package does from the
same source, i.e., the PO file exist for dpkg,dselect,etc.

Again, I agreed. Please make the string more "language-friendly".
I've completely translated dpkg.po to Bahasa Indonesia. When translating, I've
found msgid written like:
msgid "Updated"
msgid "Up-to-date"
mdgid "Obsolete"
msgid "Available"
mdgid "Package"
etc.
All of these string, if I don't forget, appear in the dselect
Well, I then translated it as:
msgid "Updated"
msdstr "Terbaru"
mdgid "Up-to-date"
msgstr "Masih baru"
msgid "Available"
msgstr "Tersedia"
msgid "Package"
msgstr "Paket"
Then when testing, I got some weird phrase in Bahasa Indonesia, e.g.
"Terbaru Tersedia Paket". This is a completely grammatical fatal error in
Bahasa Indonesia. (sorry if my word is so loudly :) ).
Taking a look when using en locale, this phrase written as "Updated Available
Package" and in Bahasa Indonesia should be translated to "Paket Terbaru yang
Tersedia"
BUT, this translation scheme is impossible with the current structure of PO file.
This is just a simple example. I've found many place in dpkg.po whose msgid
written like that.
Hence, the conclusion is "PLEASE make the PO message more 'language-friendly'".
I haven't take a look at other package which already has Indonesian translation.
However, I think all PO file should be organized to make them more
'language-friendly'
