KDE folks did write such a tool, see http://i18n.kde.org/
It is packaged in Debian, see poxml.
I also wrote similar programs for Debiandoc SGML, it is called
po-debiandoc and is waiting in incoming, you may get it from
http://people.debian.org/~barbier/devel/po-debiandoc/
