Michael, I understand all you said -- I just don't get why we need
unicode -> non-unicode translation on the *root* disk.
Have you assessed what the hit is going to be on space in the root
disk and in base? Platforms that don't do library reduction are
really hitting the 1.44 k wall for root.bin, believe it or not. i386
and alpha (and I hear m68k library reduction works) are AOK --
probably have a good 300k free.
