Ah. I just understood what you mean.
on i18n.html, a package is said i18n-ed iff there is some catalogs for catget or gettext or if it contains a directory 'po' or 'nls' or 'en' (where all the l10n stuff for english is/should be stored).
Let's say that if a package is l10n'ed, it's also i18n'ed. :)
I used to grep against 'gettext' and 'catget' in all the files, but this is definitively too long and don't give 100% results...
I'm very opened to any new criteria.
