Since the arch:all packages shared with the linux ports come into play,
one sometimes have to juggle a bit indeed. Usually the packages coming
from unreleased are meant to fix things, so better rather try them as
suggested above:

sudo apt-get install emacs-nox emacs-bin-common=1:25.2+1-11+unreleased1
emacs-common=1:25.2+1-11+unreleased1
