You can do:
$ dget http://ftp.ports.debian.org/debian-ports/pool-hurd-i386/main/u/util-hurd/util-hurd_0.0.20170102-1.dsc
The package is in the unreleased suite in the debian ports archive, and I don't
think it properly exposes a Sources file (Sources.gz exists, but it's empty).
