Well, currently GNU/Hurd works OK in a VM, like kvm. A lot of
development and porting can be made there. For DMs and DDs there are a
number of public Hurd boxes available:

And don't forget that we are talking a tech preview, like kFreeBSD with
Squeeze, not a full release.
