I've just run crosshurd and did not encounter a problem with tzconfig.
However, I may have missed the error message passing by, I was rather
expecting tzconfig to abort with an error or freeze or something.

I had to fix native-install to properly set pflocal though (see BTS),
dunno if that is related. Anyway, it does not look like this is a
critical bug for boostrapping Debian GNU/Hurd right now.
