If the Debian/Hurd doesn't release at all then by your definition
there are no choices.
I'm not putting this forward as a reason to release (I don't know
nearly enough about all the issues), I'm just saying that user choice
is a red-herring.
In the tradition of free software, if Debian/Hurd is released the user
is always at liberty to write the necessary code and maybe contribute
it to the Hurd. That seems like the best choice to me.
