I have no concrete memories about that.  There is the tunnel device, which
is used by uppp, but that's only one end-point, not router-like.

The routing capabilities of the Linux IP stack are not exported in the
current pfinet.  If you want to develop a clean RPC interface for routing,
which can then be implemented with the Linux back end, that would make a
nice project.
