what I don't understand:
dpkg: dependency problems prevent configuration of libsigc++-1.2-dev:
  libsigc++-1.2-dev depends on libstdc++-dev; however:
   Package libstdc++-dev is not installed.

Which version of libstdc++-dev is required?
we have those on parisc-linux.org:
./pool/main/g/gcc-4.4/libstdc++6-4.4-dev_4.4.7-3_hppa.deb
./pool/main/g/gcc-4.5/libstdc++6-4.5-dev_4.5.4-1_hppa.deb
./pool/main/g/gcc-4.6/libstdc++6-4.6-dev_4.6.3-15_hppa.deb
./pool/main/g/gcc-4.7/libstdc++6-4.7-dev_4.7.2-5_hppa.deb
./pool/main/g/gcc-4.8/libstdc++-4.8-dev_4.8.0-1_hppa.deb
All the above should provide libstdc++-dev as it is a virtual package.  What
happens if you try to install libsigc++-1.2-dev?
