It turns out that, for some reason, default priority was set at "critical",
which apparently prevents me from doing any configuration at all, even when 
purposely passing -plow as an option.  I tend to keep priority at the default
"medium", so I have to guess that either a filesystem error or upgrade has
altered that setting somewhere down the line.
