You need to install libncurses5-dev.....

# ls -l /usr/lib/libtermcap.so
lrwxrwxrwx    1 root     root           13 Feb  1 12:44
/usr/lib/libtermcap.so -> libncurses.so

And the build dependencies from the mysql 3.23.47 source package.....

Build-Depends: procps, autoconf (>= 2.13-20), automake (>= 1.4-6),
debhelper (>= 3.0.0), file (>= 3.28-1), gawk (>= 1:3.0.4-3),
libncurses5-dev (>= 5.0-6), perl (>= 5.6.0), libwrap0-dev (>= 7.6-8.3),
