Bug#972939: libfabric is not needed by libpmem

libfabric is required only by rpmem, qemu uses only libpmem at this time.
There are many libraries built by src:pmdk, and since just two weeks ago
we skipped remote pieces on !amd64.  libfabric itself hasn't been built
on unstable on non-x86 since a month ago.

Thus, unless there are other uses for non-x86 libfabric, I can simply skip
librpmem/rpmemd packages as it was done until very recently.
