Bug#972939: libfabric: Provide libfabric packages for arm64

Could you provide arm64 version of libfabric package in buster (or
buster-backports)?

Recently OpenStack 'victoria' got released. It requires qemu 4.0.0 or
higher. Debian has 3.1 in buster and 5.0 in buster-backports but newer
one is not available for arm64 architecture (bug [1] reported)

The reason is lack of pmdk build for arm64. Which requires libfabric.
Both those packages are amd64/i386 only in buster. I will report bug
against pmdk too.

libfabric 1.11.0-2 built fine on buster. 1.6.2-3 requires
libpsm-infinipath1-dev package which is not available for arm64.
