add skylighting to the package-plan

Hi,

I'd like to add skylighting, which is required by the newer versions of patat,
to the package-plan.

The tests seem to go well, but I noted that regex-pcre-builtin (which is a
dependency of skylighting) is explicitly set to "avoid". Is there a reason for
this?
