[dh-haskell] ftphs-doc anomaly

In continuation of dh-haskell migration, I stumped on another problem:

As I understand, we just mirror dev dependencies to doc, and such logic
I implemented in `dh-haskell`. But this example, ftphs, refuses to build

Here is libghc-ftphs-{dev,doc} relations:

$ apt-cache show libghc-ftphs-dev/experimental
Depends: libghc-missingh-dev-, libghc-base-dev-, libghc-hslogger-dev-1.2.9-c3626, libghc-mtl-dev-2.2.1-5cf33, libghc-network-dev-, libghc-parsec-dev-3.1.9-5921a, libghc-regex-compat-dev-0.95.1-6ce23, libc6 (>= 2.2.5)

$ apt-cache show libghc-ftphs-doc/experimental
Recommends: ghc-doc, libghc-hslogger-doc, libghc-missingh-doc

Doc package does not recommentd libghc-mtl-doc, but dev depends on
libghc-mtl-dev. Why is it happening? Is it correct?
