[dh-haskell] ftphs-doc anomaly

In continuation of dh-haskell migration, I stumped on another problem:

As I understand, we just mirror dev dependencies to doc, and such logic
I implemented in `dh-haskell`. But this example, ftphs, refuses to build
identically.

Here is libghc-ftphs-{dev,doc} relations:

$ apt-cache show libghc-ftphs-dev/experimental

Doc package does not recommentd libghc-mtl-doc, but dev depends on
libghc-mtl-dev. Why is it happening? Is it correct?
