The failing build log is at https://buildd.debian.org/status/fetch.php?pkg=ghc&arch=s390x&ver=7.6.3-3&stamp=1370586842 but I’m not sure I read it correctly, probably due to Makefile parallelism. But the strace shown in the ticket makes me hopeful that disabling the VTALARM with -V0 could help.
