the wiki page at 
http://wiki.debian.org/Haskell/CollabMaint/DarcsBasic
has basic instructions, although (like every wiki page) it is partly
outdated – no need to pass -i and -I to dpkg-buildpackage with "3.0
(quilt)" format.
