Just for reference: It seems feasible to ignore annotation when no ghci
is available, as they are just an optimization, see
http://hackage.haskell.org/trac/ghc/ticket/4268

And haskell-devscripts now passes "-DDEBIAN_NO_GHCI" on those
architectures, so work-around are relatively easy.
