Yes, I've seen this while upgrading unstable -> unstable, but only using
aptitude or apt-get dist-upgrade. apt-get upgrade successfully finds a
solution that keeps ghc6 installed:

The following packages have been kept back:
  clisp cpp cpp-4.4 doc-base g++ g++-4.4 gcc gcc-4.4 gcc-4.4-base ghostscript
  git git-svn gitweb libgcc1 libgmpxx4ldbl libgomp1 libmpfr4 libstdc++6
  libstdc++6-4.4-dev linux-image-2.6-amd64
...
136 upgraded, 0 newly installed, 0 to remove and 21 not upgraded.

Problem seems to be that installing libgmp10-dev removes
libgpm3-dev, and apt prefers removing ghc6. The solution above
did not involve installing libgmp10-dev.
