dh_haskell_shlibdeps does not work with 6.10.2

Hello,

In GHC 6.10.2, ghc-pkg fails if the argument to -f is not an existing
and valid package.conf file. This means that dh_haskell_shlibdeps
fails.

I submitted a ticket to GHC to see if this is a bug or a feature:

Should I open a Debian BTS ticket as well?
