Check out the "debootstrap" Debian package which sets up a basic system
using a predefined set of components, or alternatively the
"chroot-debian" shell script which I use to make the
"pocketworkstation.org" builds, that one determines dependencies
dynamically and is a bit more flexible about the contents of the
installed system.

Both involve manually unpacking Debian packages into the chroot, so they
are "clean" as far as the resulting system is concerned. My script also
re-overwrites all the files using a chrooted "dpkg" so that all files are
properly registered in the database, I'm assuming that debootstrap also
does that.
