Possible licence problem with FCCexam package

I've already mentioned this to John who did the packaging and I've
cc'd Kamel since he uploaded it. I'm now asking if anyone here has any
more information.
Note this is about fccexam and *not* hamexam (which is okay).
The fccexam package makes use of the FCC commercial exam pool
questions downloaded from the official FCC web site at:
http://wireless.fcc.gov/commoperators/index.htm?job=question_pools
The site states that the question pools are "available for
downloading" however it makes no statement about their distribution.
I've done a fairly exhaustive search of the FCC site and am unable to
find anything resembling a licence for the question pool files.
If we can't come up with a licence and considering that these files
are not directly related to Ham radio I think the best course of
action is to ask for removal of the package.
