Yup. See http://www.acma.gov.au/acmainterwr/aca_home/legislation/radcomm/acts/consolidations/radam_1of97.pdf page 29. The foundation station is allowed on voice and CW modes only.
However the ACMA could potentially issue four-letter suffixes to other
license grades, which would be stuck as far as AX.25 is concerned.
They have done this before; there was a special event station VI3RMIT
back in 1997 or so.
