Thanks. I just uploaded 0.3.2-4 to fix this. I'll email debian-release
to request thawing.

I think the chroot environment is a bit artificial though. In practice,
when would netbase ever not be installed? It's in section base and it's
priority: important. 149 packages rdepend on it.
