If a Debian package maintainer is not prepared to fix upstream bugs,
they shouldn't be maintaining packages.

Now, that doesn't mean they should be redesigning how something works,
(which appears to be the case in this particular instance), or that they
need to be able to fix any esoteric problem that could possibly exist.
But if you can't or won't fix basic, obvious bugs (and report them
upstream too, of course), but are instead pushing every non-packaging
bug upstream, then you need to give that package to someone else.
