The original splash screen comes from
http://www.heise.de/ct/ftp/result.xhtml?url=/ct/ftp/03/18/196/default.shtml

AFAIK it's based on artwork done by Thomas Saur
(http://www.tsamedien.de/) for c't (see
http://www.heise.de/ct/motive/default.shtml for other works from him).

So unless c't has given its permission I doubt this is really under
the GPL.
