AFAIK, KDE seems not to use this directory, it uses /usr/share/applnk
instead.
Does it mean that KDE and GNOME are not consistent in .desktop file
placement?

Please note that the .desktop file in question is not intended to be
placed in menus. It is only used to associate .exe files with wine.
Where does GNOME store such files?
