Erg, sorry for double-reply:

The .desktop file for the nautilus preferences is in
/usr/share/applications, not /usr/share/control-center-2.0/capplets,
which is where the preferences vfolder looks for it's items.

So is this just a mistake in the Nautilus packaging in Debian, or
(again) something upstream did wrong?
