Why not do something more sane like hack the viewport functionality into
the existing workspaces?  I know lisp isn't easy to work with, but it
wasn't that hard to make a few changes of a similar nature.

First of all, lisp is THE BEST LANGUAGE IN EXISTENCE!!! There is nothing "easier to deal" with than lisp code! Don't knock it.

But to answer your question, the viewport functionality has *already* been hacked into workspaces! :)

To take advantage of it, you just need to arrange your workspaces in a grid with the gnome2 pager (like I said above), and then possibly apply the patches in these gnome bugs (if your version doesn't have them yet):

These provide commands to navigate workspaces 2-dimensionally with the keyboard and edge-flipping.
