Ah, this is normal behaviour for xslt/xml.  The documents have a DTD,
which is specified in relation to a URL.  The system XML catalogue isn't
properly configured (or the documents have an incorrect DTD), so the XML
processor has to grab the DTD from the DocBook website in order to
validate the document.

Whichever document is being installed needs to be checked to see that
their DTD's are standard.

Otherwise, Debian seriously needs to work on it's XML/XSLT/DocBook
packags, because they break in subtle ways like this way too often (I
even think I had to manually generate my XML catalogue on this machine,
even tho I have all the supposedly recommended packages in).
