Yes, this caused problems for me, too.
It did (of course) not know about the necessary
proxy for my site, so it never got an anwser and
the installation hung :-(
This really must be fixed.

From what I saw (using netstat and "lsof -i") I think
it is scrollkeeper, who tries to be smart and to download
some missing DTD from somewhere.
