There's the gtk-theme-switch utility, or you can manipulate ~/.gtkrc by hand (usually just by symlinking it to /usr/share/themes/*/gtk/gtkrc). You can also install 'metatheme' and some metathemes, to change your GTK1 and GTK2 themes (and more) together.
