Try killing the current manager and starting the new one, then log out
and choose "save current setup" in the logout dialog (if you haven't
already tried this).
Also try setting the WINDOW_MANAGER variable in gnome-session's
environment.

The system-wide default should be the x-window-manager alternative,
which you can change with update-alternatives --config x-window-manager
(as root).
Has any decision been made for how to create a sane default here?
I still think that an ewmh-window-manager alternative is the best
solution...
