I think the project name is wrong, you shouldn't add the -dev suffix.

```
$ dh-make-golang create-salsa-project golang-github-pkg-diff
```

What you are doing is create the **source** package golang-github-pkg-diff
that will produces the golang-github-pkg-diff-dev **binary** package.
