Bug#994013: libc6-dev: sys_errlist.h is missing

Dear maintainers,
since 2.32 /usr/include/x86_64-linux-gnu/bits/sys_errlist.h is
missing. I identyfied this issue by rebuilding a kernel without
making clean in the source tree.
