Bug#661878: C.UTF-8 locale contains no month or day names, unlike C; breaks cal

The C locale contains month and day names:

~$ LC_ALL=C cal 9 1752
   September 1752

However, the C.UTF-8 locale does not:

~$ LC_ALL=C.UTF-8 cal 9 1752
        1752

       1  2 14 15 16
17 18 19 20 21 22 23
24 25 26 27 28 29 30
