Having more than one locale selected in /etc/locale.gen causes generation
to fail after the first one with :

fr_FR.UTF-8...cannot lock locale archive
"/usr/lib/locale/locale-archive": Operation canceled

-17 has got the same problem.

I've added a patch to make setlocale use coarse locking, which works on
hurd-i386. That makes locales-all installable too.
