After downgrading libc-bin libc-dev-bin libc6 libc6-dev libc6-i686
locales to version 2.9-25 as follows all appears to be normal again.

This has been identified has a missing fallback to nameserver 0.0.0.0
when /etc/resolv.conf is missing. This is fixed in version 2.10.1-3.
