Also, are you using selinux?
What does
'lsattr /usr/share/zoneinfo/right/Indian/Kerguelen' returns?
Could you do the same on the parents directories?
Are you able to run touch '/usr/share/zoneinfo/right/Indian/Kerguelen'?
