Are you able to install an old version by hand? For example the lenny
version that you can download here:

http://ftp.de.debian.org/debian/pool/main/t/tzdata/tzdata_2008h-2_all.deb

Also are you able to extract the contents by hand, by doing dpkg -x
tzdata_2008h-2 /some/location?
