Bug#482902: please provide libc6-hppa64 and libc6-hppa64-dev packages

FWIW, the same was true for MIPS64 until not-so-long ago. I don't think
running those tests exposed any problem relevant for a MIPS64 kernel.

(AFAIK none of the problems with MIPS64 kernels is related to toolchain
bugs.)
