Bug#482902: please provide libc6-hppa64 and libc6-hppa64-dev packages

hppa64 is the only platform on which we currently do not have the
ability to test the tools which are used to build one flavour of
the kernel. I would not call it "nonsense" to have the ability to test
these tools as we do on all other platforms. If we can do that without
a libc6-hppa64 that's fine. any help to run these tests on build time
is appreciated.
